What does Thales mean when he says that all things are filled with gods?

Before coming into this conclusion Thales thought that the earth is floating in water, and all things are full of water. Hence he said that all things are filled with Gods. Some scholars believe that this statement means that the very nature itself is immortal since all things are filled with Gods.
